Department of the Interior Bureau of Land Management

(BLM) Pecos District Fence Construction Contract:

Project included construction of 17 miles of 3-strand wildlife fencing in various remote areas of Southeast New Mexico. This fencing was to provide protection of the wildlife; as well as enabling the ranchers to protect their livestock. This project required a high level of coordination and communication; since it involved multiple jurisdictions, property owners, and leasers of BLM land.

Manzano Power line and power poles replacement project at KAFB:

L&R was selected to provide a new power infrastructure to replace power poles and lines that were damaged in a wildfire. It is being completed at the KAFB/Manzano Secure Area (MSA). To remove/replace the power infrastructure damaged in the fire; we replaced 43 power poles, transformers, disconnects, lighting, and the associated primary and secondary overhead lines. This project’s coordination was a challenge considering multiple entities were involved in the planning and execution: the prime contractor (PAE) provided the Project Management, the 377 MSG/PKC contracting branch provided the contracting officer and contract specialist, Civil Engineering provided oversight and inspections, and the Air Force Research Laboratory (AFRL) was the end user/owner. .

Phase 1 and Phase 2: Fire Hydrant and Water Valve Replacement at KAFB:

L&R contracted with the United States Army Corp of Engineers (USACE) for the first phase. Combined, these projects involved the replacement of over 60 fire hydrants and water valves at KAFB. This project also entailed a great deal of coordination. Most of these fire hydrants and valves were decades old. The project required the occasional remediation of asbestos pipe. The pipe had to be disposed of carefully and safely. The project Included the coordination coordination of multiple water outages and working closely with base personnel. L&R is very conscious of safe excavation. This was challenging due to the fact KAFB has had the installation of many utilities over the years, for example locating and protecting active gas lines is critical in excavation.

CMU Block Wall Construction at KAFB:

This project involved the construction of a 2000 lineal foot block wall. The 6 foot tall block wall, surrounds the US Air Force Pararescue/Combat Rescue Officer Training School at KAFB. Installation of iron fencing and gates helps provide security.
The electronically controlled gates were successfully and safely installed per scope of work. The project included the demolition of a half mile of pre-existing fence, which was executed safely and smoothly. The project also required close coordination with the facility to maintain security while allowing the site to remain fully operational.
